NCSSA STILL REMAINS the only statewide professional organization which represents the interests and concerns of all social services employees in North Carolina.

STATE STRUCTURE

Executive Committee

Comprised of:
  • President
  • 1st Vice President
  • 2nd Vice President
  • Treasurer
  • Treasurer Elect
  • Secretary
  • Immediate Past President
  • Executive Counselor (appointed by the President) and,
  • Ex Officio (President of NCACDSS).

All are voting members with the exception of the Executive Counselor and Ex Officio.

Executive Board

Comprised of President & Vice President from each of the 8 districts in addition to the Executive Committee.

State Committees

State Committees are responsible for the development of initiatives to increase member benefits and professional development, for furthering the goals and tenants of the Association, and ensuring the advancement of the Association in all areas. The President appoints the Chairperson of each committee (with the exception of the Budget, Program and Education) and the committee members are the representatives from each district. Members have an open invitation to serve on the committee of their choice.

Budget

Co-chaired by the State Treasurer and Treasurer Elect, the committee members are the District Presidents from each of the eight (8) districts.
Duties include preparation of a state budget, review of financial reports and consideration of additional spending throughout the year.

By-Laws

The By-Laws Committee is responsible for reviewing the by-laws and for answering or researching questions that may arise during the year. Also included as responsibilities of this Committee are preparation of resolutions on issues of concern, receiving requests, or identifying situations which require amendments to be proposed. It is essential for members of the By-Laws Committee to be familiar with Robert's Rules of Order and advise the State President and Executive Board in such as necessary.

Education

The Education Committee is chaired by the Immediate Past President and may include a co-chair who would be appointed by the State President. The primary function of the Education Committee is to enhance training and educational opportunities for members. This includes development of the Annual NCSSA Scholarship program. In this capacity, the Education Committee is responsible for the establishment of scholarship amounts, preparation and distribution of the Scholarship Application Packets and selection of the winners. Scholarships are presented annually at the Awards Ceremony of the Annual Meeting.

In addition to the aforementioned duties, the Education Committee works in coordination with the Budget Committee to develop and implement a fund raising event to provide economic support of the Scholarship Program. This includes, but is not limited to, a raffle drawing at the Annual Meeting

Historian

The responsibilities of the State Historian are assigned to the State Secretary. In this capacity, a cumulative file all Association publications, minutes of the Executive Board Meetings, and accurate records of the annual recipients of awards is performed This is accomplished through the maintenance of scrapbooks with the history of each county, highlights of each State President and other historical documents.

District Secretaries serve as "support staff" for the State Historian by forwarding information regarding District Meetings and activities of chapters within their districts to the State Secretary for incorporation into the NCSSA scrapbook.

Legislative

The Legislative Committee develops a slate of legislative priorities by soliciting input from the full membership of the Association. This is done in conjunction with the Social Services Consortium (NC Association of County Directors of Social Services, NC Association of County Boards of Social Services and NCSSA).

Through the establishment a Legislative Network to enhance communication of legislative information, members are kept apprised of issues requiring action by all members and of opportunities to advance the Legislative Agenda of NCSSA and/or the Social Services Consortium.

Membership

The Membership Committee is responsible for the development of a plan for the retention and recruitment of members. This is essential to the vitality of NCSSA as the annual budget is based solely on membership dues.

Recognition of the outstanding achievements of counties and/or chapters across the state is also an important responsibility of the Membership Committee. This is done through the selection of Best Practice Awards Winners each year. The awards are chosen from entries submitted by a county/chapter in a specific category. The categories are:

  1. Best Practices in Community Service
  2. Best Practices in Membership Recruitment
  3. Best Practices in Innovative Fund Raising Projects
  4. Best Practices in Membership Retention
  5. Best Practices in Leadership Retention and
  6. Chapter-of-the-Year

Nominating

The Nominating Committee is responsible for obtaining nominations for State and District Officers and for completing the Member-of-the-Year selection process.

Program

The Program Committee is comprised of volunteers and/or members appointed by the State 1st Vice President, including, but not limited to, District Vice Presidents. It is the responsibility of the Program Committee to plan and organize the NCSSA Annual Meeting.

Public Relations & Publications

The PR & Publications Committee is responsible for preparation and distribution of electronic messages via the Association listserv, updating and continued development of the interactive webportal, development of recruitment materials and training sessions, and various other information dissemination projects.
  • NCSSA Specialty Chapters - Chapters are formed to focus on a special field of work.
  • Administrative Support Specialty Chapter - Clerical and staff support
  • Adult Specialty Chapter - All areas of adult care
  • The Joint Economic Services Committee

Members of the Joint Economic Services Committee meet with representatives from State Division of Social Services, the Division of Medical Assistance, the DSS Directors' Association and others to review state policy prior to implementation to express support or disapproval of the proposed regulation. The majority view is then taken and expressed by the various chairs to the state officials and policy workers responsible for drafting and implementing the regulations or forms.

Special Investigations Advisory Committee - This committee includes representatives from NCSSA and the DSS Directors' Association and works to insure that program integrity is maintained throughout program changes, updates and new program implementation. This committee is a sub-committee of the Economic Services Committee.

NCSSA is an active member of the N.C. Social Services Consortium which was formed in 1981 and is composed of NCSSA, the North Carolina Association of County Director and the North Carolina Association of County Boards of Social Services. An unincorporated partnership with a shared lobbyist, the primary functions of the Consortium are to identify a shared legislative agenda and to coordinate efforts towards passage of initiatives beneficial to social services in North Carolina.

Each association has two (2) representatives: The State President' Legislative Chairperson are the representatives for NCSSA. Working as an extension of the Legislative Committee, the Consortium lobbyist sends a call for legislative action. The Legislative Committee then notifies each county contact person via e-mail asking members to contact legislators on a specific issue. It has been proven that grassroots can make things happen.

In 1997, we joined The Covenant with North Carolina' Children - a coalition of over 100 organizations committed to advancing public policy to benefit NC' Children.
