The top lobbyists in the state have changed over the last few years, but they're hardly unfamiliar faces to legislators and other political insiders.  According to the N.C. Center for Public Policy Research, Social Services Consortium lobbyist, Lori Ann Harris is ranked 27th.  The rankings are based on a survey of lobbyists, legislators and reporters.  At the end of the 2009 session, 765 lobbyists and 106 legislative liaisons were registered with the Secretary of State.
